N75 is saying they need a boot file to write the tune for my 2025 Elantra N DCT. Since I have to use the Bench Flash kit I have, what are they needing?

Very easy.
1. Reading your ECU with a bench cable
2. Send the EKR file to N75
3. Get the tuned file from N75 (checking whether CANBOOT protocol or not
4. Flash the tuned file with a bench cable.
5. Done.
